A sitemap diff is useful before and after a migration, CMS release, or large publishing change. Treat the first file as the baseline and the second as the new version. Removed URLs deserve the closest review because an accidental omission can reduce how often Google rediscovers those pages.
The tool matches exact <loc> values and reports metadata changes separately. It does not treat a changed lastmod as a new URL. Validate either input first with the XML sitemap checker, or use the sitemap extractor when you have a sitemap index.
